Shepard Blvd. Neighborhood Meeting 3.9.16

Call to order by John Prenger, SBNA Chairman.  Twenty-one members of association present, including four officers- quorum met.  Introduction of officers: John Prenger, SBNA Chairman; Rod Robison, Vice Chairman;  Beth Cunningham, Secretary; Julia Helvey, Treasurer


Treasurer’s Report
SBNA President John Prenger called meeting to order at 7 pm. Treasurer’s Report was given by Julia Helvey.  SBNA income from March 2015-March 2016 was $147 with $159 in expenses.  Our bank balance is $569.20.  A donation of $5 per family, annually, is asked by SBNA to pay for incidental costs incurred by the neighborhood association.  Denny Donnell made a motion to approve the treasurer’s report and Rod Robison seconded the motion, which passed unanimously.

Remarks by Sixth Ward Councilwoman Betsy Peters
Ms. Peters says the council is still working with MODOT to get the left-turn signal at Audubon and Stadium intersection.  She also said plans are moving forward for construction of the Shepard Boulevard to Rollins Street East-West Trail Connection as part of GetAbout Columbia Project (Phase B). The council gave first reading authorizing an agreement with TranSystems Corporation for professional engineering services for the design and limited construction administration of  the planned trail. Ms. Peter also says the city council members have new, shorter email addresses, and to reach her at ward6@como.com.

Remarks by Columbia Public School Superintendent Peter Stiepleman
Dr. Stiepleman talked about the special election on April 5 for a bond issue and an operating levy increase to keep up with growth and continue current operations, citing the operating costs of new buildings added to the school district, including increased transportation, utilities, and staffing.

Columbia Mayoral Candidates
Mr. Prenger welcomed two candidates who are running for Mayor on the City Council.  Brian Treece and Skip Walther spoke and answered questions about the issues facing our community and why they are asking for our vote.   

Neighborhood Safety
Columbia Police Officer Tony Ash, who is also a resident within Shepard Blvd. neighborhood, offered tips and advice for keeping our homes and property safe from theft.  Officer Ash says he welcomes any neighbors to contact him with any questions or concerns.  He can be reached at AEASH@GoColumbiaMo.com  Officer Ash also mentioned a crime database website showing a map of Columbia and where crime is reported to Columbia Police Department. http://www.raidsonline.com

Annual Neighborhood Garage Sale
The annual neighborhood garage sale is set for Saturday June 11 from 8-noon.  The garage sale date is set on the second Saturday of June each year.   Susie and Rod Robison agreed to continue to chair this event.

Annual Neighborhood Picnic 
Each year, Shepard neighbors come together for a potluck picnic at Shepard Park on Shepard Blvd, across from the elementary school. This year, it will be held Saturday, August 13, 2015 at 5:30 p.m. at Shepard Park. 

SBNA Officers
In the absence of other candidates, current officers John Prenger, President, Rod Robison, Vice President, and Julia Helvey, Treasurer agreed to serve for another year.  However, Beth Cunningham, Secretary and blog/web master is stepping down from her position after three years. None of the members present agreed to serve in this role, so SBNA neighbors who are not present at the meeting will be solicited to fill the role Cunningham has vacated after tonight’s meeting.  A motion by Fran Muench was made to look at the SBNA bi-laws to create a new communications position for overseeing the SBNA blog, which would be a separate position of SBNA Secretary, which takes care of meeting minutes and updating neighborhood contact list, and notifying neighbors of the annual or special meetings.  The motion was seconded by Denny Donnell, and approved unanimously.

With no further business to discuss, Mary Kenney motioned that the meeting be adjourned.  Terry Anderson seconded the motion and approved by all.

Shepard Blvd. Neighborhood Meeting 3.10.15

Treasurer’s Report
SBNA President John Prenger called meeting to order at 7 pm.  A treasurer’s report by Julia Helvey was handed out to attendees.  We have a balance of $594.10 in our bank account as of March 10, 2015.  Since our last meeting, Julia paid $35 for the use of the park shelter for our annual picnic; $63 spent for the annual neighborhood garage sale newspaper ad; and $98.12 paid for food purchased for the annual picnic in August.  Dues collected in March 2014 were $55 and dues collected at the picnic in August 2014 were $52.  A donation of $5 per family, annually, is asked by SBNA to pay for incidental costs incurred by the neighborhood association. A motion to approve the treasurer’s report was made by Denny Donnell and Jim Muench seconded the motion. The report was approved unanimously.

Proposed Park 7 Student Development near Shepard Blvd. neighborhood
John Prenger has been attending several public meetings on a proposed 900-occupancy student housing development next to Shepard Hill neighborhood, located on the East side of Hwy 63.  The re-zoning request by Park 7, a New York development firm, will come before the city’s Planning and Zoning Commission on March 19 and will be discussed at the City Council meeting tentatively set for April 20.  John is concerned about the increase in traffic on an already busy stretch of Stadium Blvd. at the Audubon intersection into our neighborhood.

Annual Neighborhood Garage Sale
The annual neighborhood garage sale is set for Saturday June 13 from 8-noon.   It was discussed about having the garage sale date set on the second Saturday of June each year.  Approximately 30 residents participated in the garage sale last June.  Susie Robison agreed to continue to chair this event.  Rod Robison made a motion to set the date for the garage sale and Audrey Spieler seconded the motion, which passed unanimously.

Annual Neighborhood Picnic 
Each year, Shepard neighbors come together for a potluck picnic at Shepard Park on Shepard Blvd, across from the elementary school. In the past, we’ve held it on a Saturday or Sunday in August before school begins. Terri Anderson motioned that the picnic  be held Saturday, August 15, 2015 at 6 p.m. at Shepard Park.  Denny Donnell seconded the motion, which passed unanimously.

Remarks by 6th Ward City Council Representative Barbara Hoppe
Barbara Hoppe reminded neighbors that a public hearing and council vote on March 16 is happening for the four options being considered for the proposed Shepard Blvd. to Rollins pedestrian and bike trail. More information on the proposed trail and the four trail options can be found on the city’s website: gocolumbiamo.com.

Barbara handed out brochures distributed by the City on both Proposition 2 and Proposition 1, which will be on the April 7, 2015 ballot.  Information can be found on the City's website page: http://www.gocolumbiamo.com/PublicWorks/StormWater/Proposition_2/index.php

Barbara discussed the need for the stormwater utility rate increase to take care of the existing, deteriorating infrastructure.  Barbara stated that the proposition is for the city’s existing stormwater system, which is 40 or more years old, and would not be allocated to stormwater systems in new developments.  Proposition 1 is a $63.1 million revenue bond issue for capitol improvements to the city’s electric distribution system. The plan does not require a tax increase.   Barbara concluded her remarks by thanking neighbors for allowing her to serve as our city council representative for the past nine years. Barbara said that she will still be walking in the neighborhood and attending our summer picnic, as she will continue to enjoy visiting with our neighbors after she steps down from her office next month.

Sixth Ward City Council Candidates
Speaking of the upcoming election, John Prenger welcomed two candidates who are vying for Barbara’s seat on the City Council.  Both Ryan Euliss and Betsy Peters were in attendance and introduced themselves and explained why they are running for the 6th Ward City Council representative.  Ryan and Betsy answered questions from neighbors about their positions on various city and neighborhood issues.  Be sure to vote on Tuesday, April 7!

The current officers agreed to serve for another year.  Motion to approve the slate was made by Audrey Spieler, seconded by Jim Muench, and approved unanimously.

With no further business to discuss, Terri Anderson motioned that the meeting be adjourned. Susie Robson seconded the motion and approved by all.

Shepard Blvd. Neighborhood Meeting 4.22.14

Chair John Prenger began the meeting at 7:00pm and introduced association officers.
6th ward councilwoman Barbara Hoppe updated us on several items of interest to our  neighborhood. Barbara does not know what will happen to the closed Bee Line gas station on Old 63 & Shepard Blvd., but will try to find out any future plans. She wondered if MFA might be interested in that location.  Improvements to the intersection on Old 63 and Stadium have been approved and funded: landscaped medians, pedestrian cross walks and lights, a second turn lane on North bound Old 63 turning west on Stadium, a longer turn lane on Stadium going west & turning North onto Old 63. This should make getting onto and off of Stadium easier, more attractive and also pedestrian-friendly. Park 7 can come back to the City Council in September to request approval for student apartments to be built north of Stadium and east of highway 63.   Barbara is working with the neighborhood to come up with other developments that would fit better with the area and city planning. One of the concerns of Shepard Neighborhood Association is a need for a designated left turn light (rather than the current blinking arrow) for traffic coming from the west on Stadium onto Audubon.  As it stands now, the left turn signal would be installed two years after any permit was issued, if approved by Missouri Department of Transportation. There was much discussion of the need for the change now, as traffic has increased greatly since The Domain apartments opened at the East end of Stadium Blvd. Barbara will continue to push for this change and let the neighborhood know how they can help advocate for this with the City & MODOT.

John Prenger said he has been attending City Council meetings as well as meeting with the Shepard Hills neighborhood association as they discuss the Park 7 situation.A fourth option for the trail to connect the neighborhood to campus area is being studied by an engineer to determine cost and/or feasibility.  It would follow along Stadium Blvd.  There is interest to keep the Altis property as park area as much as possible, including the connection to campus area.

Meredith Donaldson, representing the Parks and Rec Commission, reminded us the park sales tax continuation will be on the ballot this year.  If there is a project of interest to us, we should ask the commission to include it in their proposal.  On a side-note, Meredith mentioned that she has talked with some neighbors, who are noticing more dog waste being left on the street and in yards. Just a reminder to pick up after your dog.

Barbara Wyatt announced that the mini park on Old 63 near the corner of Shepard Blvd. has officially been name after her grandson, U.S. Army Specialist Sterling Wyatt, who died while on duty in Afghanistan.  On the second anniversary of his death, July 11, 2014, there will be a dedication to unveil the sign with Sterling Wyatt’s name and a bench.  A tree has already been planted in the park in his memory.  Following the dedication, the Wyatt family is inviting neighbors to their home. More information will be posted on the SBNA blog as to the time of the dedication.

A motion to schedule the neighborhood garage sale on June 14, 2104 was made by Rod Robison, seconded by Meredith Donaldson and passed by voice vote.  The Robisons will publicize the sale.

The SBNA potluck picnic is scheduled for August 16, 2014. We will gather at 5:30 pm under the shelter at Shepard Park and eat around 6 pm. Please bring a dish to share and your own plates/utensils. Terri Anderson will reserve the Shepard Park shelter from noon until 8pm.  (post meeting note: we received confirmation from Terri that she has reserved the shelter for us.) Brian and Rheanne Brinkman will take care of the meat for the picnic. More information on the picnic will be posted on the blog this summer.

The current officers agreed to serve for another year.  Motion to approve the slate by acclamation was made by Joe Donaldson, seconded by Barbara Wyatt, and approved by voice vote.

Julia Helvey, treasurer, reported that our balance was $683.22. Dues collected tonight are not included in that amount.

Proposal to approach City Council to rename park at intersection of Old Highway 63 and Shepard Boulevard the Sterling Wyatt Memorial Park.  John Prenger move, Maureen Kotlas second.  Pending approval of the Wyatt family.

Concern over upkeep of median.  City will not and does not maintain, the generosity of neighbors keeps this greenspace looking good. How can the neighborhood help? financially this is not a possibility with our current financial situation.

Concern regarding right turn onto Stadium from Audubon.  Right turns don't trigger the light.  Contact MODoT, contact Barbara Hoppe.
